Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project has achieved a significant milestone with the Bureau of Ocean Energy Management (BOEM) issuing a favorable Record of Decision for the project. The Bureau of Ocean Energy Management (BOEM) has issued a favorable Record of Decision for Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project, which is the last major milestone before BOEM approves the Construction and Operations Plan, authorizing construction to begin offshore. Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project is on-time and on budget with onshore construction commencing later this year. Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project is a critical resource for a clean energy future by helping to avoid the carbon emissions equivalent to removing 1 million cars off the road. 

The project is expected to provide fuel savings of $3 billion for customers during the project’s first 10 years of operation. The project will help satisfy the mandates of the 2020 Virginia Clean Economy Act. During the development of the Coastal Virginia Offshore Wind (CVOW) project, Dominion Energy collaborated with a diverse group of stakeholders, including state and federal agencies, Tribal Nations, industry groups, and environmental justice communities to reduce, prevent, and alleviate potential impacts. The project has engaged over 750 workers based in Virginia, with nearly 530 of them working in the Hampton Roads region. The economic development and job opportunities generated by offshore wind are expected to have a transformative impact on Hampton Roads and the Commonwealth.

The Record of Decision for Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project summarizes the findings of the Final Environmental Impact Statement and incorporates extensive studies, evaluations, and designs. The Record of Decision outlines measures taken offshore to reduce the impact on marine life, including North Atlantic right whales. The Record of Decision outlines measures taken on land to construct a transmission route that minimizes the impact on natural and cultural resources and communities to the greatest extent feasible.
